1. Harley Quinn
The main attraction in the D.C. supervillain movie Suicide Squad (2016) ran away with this year's contest for top costume. Harley Quinn was the most popular costume option in 33 states. And she was trending in almost every other region. Here's where you can expect to see the psychotic psychiatrist.
